• Make sure the gauges themselves are not blown and have continuity though them. The gauges should have 12.5 OHMS from post to post, if the gauge is in good shape. 
• Make sure cluster ground connection is good.  Electricity follows path of least resistance so if the cluster is not grounded properly it tries to find ground though other parts of the cluster and things don't work properly.
• Output voltate will be approximately 5.0V
• Gauge sending units are the return path to ground for each gauge once they recieve power from the ICVR.  If no sending units or wiring have any continuity, your gauges will not function
